HOA Parking & Safety Policy Summary

What You Need to Know

The goal of this policy is simple: keep our streets safe, clear, and accessible while still allowing reasonable temporary parking when needed. This policy does not create new parking rules. It provides a clear and consistent way to enforce the parking restrictions already included in our HOA governing documents.

When does street or lawn parking become a violation?

Regular parking on the street or lawn is not permitted and will generally be considered a violation. Residents will have 60 days the effective date, September 1st, 2026, of this policy to make appropriate accommodations, such as clearing garage space, to allow vehicles to be parked off the street.

What about temporary parking?

We understand that there are times when short-term parking on the street is necessary. Residents should provide reasonable advance notice when temporary street parking is expected, including how long it will be needed. Let the Board know by emailing summersridgehoa@gmail.com ahead of time if you plan to have vehicle(s) parked in violation for a temporary gathering or other event. Advance notice allows the Board to use its discretion when appropriate. A courtesy post to the HOA Facebook group is encouraged as well. Safety remains the priority, and some situations may require immediate action regardless of how long a vehicle has been parked.

Note: Temporary parking must remain on the homeowner’s own frontage and may not interfere with traffic, access, visibility, or safety.

How enforcement works

Parking and safety concerns should be reported using the form linked below for Board review. The enforcement policy uses progressive enforcement to give residents an opportunity to correct parking issues before fines are imposed:

  • Level 1: Courtesy notice, no fine
  • Level 2: Formal warning, no fine
  • Level 3: $50 fine
  • Level 4: $100 fine
  • Level 5: $150 fine or possible towing at the owner’s expense

Importantly, violations apply to the property/household, not just one particular vehicle. Replacing a vehicle or using a different vehicle does not reset the violation history.

When to Submit

Use the parking concern form when a vehicle may be creating a recurring parking issue, visibility problem, blocked access, or other safety concern.
